Priorities for Selecting Candidates for Support

The priorities for FREEPAC support are: 1) Vulnerable incumbent friends, 2) Open seat opportunities, and 3) Challenger opportunities.

1. FREEPAC will provide candidate support services ONLY to endorsed business candidates in campaigns where there are clear philosophical distinctions among the candidates and the outcome of the race is in doubt.
2. Candidates receiving support services will be selected by a vote of at least 70% of the FREEPAC Board of Directors. Voting may be conducted via email, unless a meeting is requested by a vote of at least 70% of the FREEPAC Board.


Criteria for Endorsements

Incumbent Endorsements
1. The FREEPAC Board of Directors is solely responsible for all candidate endorsements. A vote of 70% of the FREEPAC Board members is required for a candidate endorsement.
2. Incumbents with an NCFREE Business Rating of 70% or greater shall be considered for endorsement by the FREEPAC Board of Directors.
3. Incumbents with an NCFREE Business Rating greater than their P-Base District Rating shall be considered for endorsement by the FREEPAC Board of Directors.
4. Incumbents with an NCFREE Regional Briefings Straw Poll “Support” vote of 70% or greater shall be considered for endorsement by the FREEPAC Board of Directors.
5. Only candidates who are perceived to be electable , based upon district analysis, may be endorsed.

Open Seat Endorsement
1. The FREEPAC Board of Directors is solely responsible for all candidate endorsements. A vote of 70% of the FREEPAC Board members is required for a candidate endorsement.
2. ONLY Open Seat candidates perceived to be electable, based upon district analysis, and likely champions of the free market system of economy, may be endorsed
3. Open seat candidates with an NCFREE Regional Briefings Straw Poll “Support” vote of 70% or greater are recommended for endorsement to the FREEPAC Board of Directors.

Challenger Endorsements
1. The FREEPAC Board of Directors is solely responsible for all candidate endorsements. A vote of 70% of the FREEPAC Board members is required for a candidate endorsement.
2. ONLY Open Seat candidates perceived to be electable, based upon district analysis, and likely champions of the free market system of economy, may be endorsed
3. Challenger candidates with an NCFREE Regional Briefings Straw Poll “Support” vote of 70% or greater are recommended for endorsement to the FREEPAC Board of Directors.
